WEST BUTTERWICK PARISH COUNCIL NEWSLETTER SEPTEMBER 2011

 

Parish Councillors

Following the election held in May, and subsequent co-option of three new council members, the Parish Council is currently comprised of the following villagers:

The parish council would like to express sincere thanks, in recognition of their valuable service, to Bunty Harris, Barry McLeod and Mike Dinnage who each decided not to stand for re-election in May.

 Parish Council Website

The Parish Council website address is: www.westbutterwickparishcouncil.co.uk where members of the public can download past and current minutes and agendas, from a file that is updated on a monthly basis. They can also obtain information relating to the village which includes business information, doctor’s surgery hours, shop opening times and information about future events that will be held in the village. There is also a Sponsors page which allows businesses and organisations to advertise on the website for a yearly fee of £20. Anyone interested in advertising on the website should contact the Parish Clerk via katyfowler11@yahoo.co.uk. Alternatively, Villagers can use the contact page on the website to send the Clerk any comments or queries they may have; these will be dealt with directly or referred to the next Parish Council meeting.

 Grant Application Scheme

The Parish Council would like to remind organisations, within the village, of the Grant Application Scheme whereby £2000 is available each year, (£1000 in April and a £1000 in September). Any group wishing to submit an application for the available funding should contact the Parish Clerk for the terms of reference and an application form. Where more than one group applies in the same period, the total funding of all groups concerned cannot exceed £1,000

 Dog Fouling

It has been brought to the council’s attention that there is still a major problem concerning dog fouling throughout the village, especially on the Playing Field. Some dog walkers are placing their dog excrement in the litter bin at the children’s play area, which represents a very serious risk to health. The Council would ask and encourage residents to take more responsibility and supervise their dogs.

                    

Field Day

The parish council would like to thank and congratulate Mr Jeff Ash, his wife Beryl, the Village Hall Committee members and all the volunteers involved, for making this year’s Field Day, a resounding success.

 Speeding traffic

The recorded speeding figures within the village are still very alarming, with a speed of 87 mph being measured whilst the recording equipment was situated on North Street. Extensive discussions have taken place and are continuing with North Lincolnshire Council and the Police, concerning the seriousness of the matter and the Police are being actively encouraged to take further positive action.  

Recent similar action in the parish of Haxey resulted in a large number of prosecutions, many of which were residents, and a subsequent reduction in speeds through their village.

Below are the latest figures recorded whilst the equipment was situated on West Street.

 30-35mph = 11,975

35-40mph = 6,879

40-45mph = 3,209

45-50mph = 1,184

50-55mph = 332

55-60mph = 120

60-65mph = 37

65-70mph = 13

70-75mph = 7

75-80mph = 4

80-85mph = 4

85-90mph = 3

 Community Led Plan Update

The Parish Plan Team are currently in the process of analysing the responses received from the questionnaire, their next meeting will take place on the 31st August 2011, following the meeting the team will start to analyse the comments made by residents.

Parish Council Website

The Parish Council now has a website: www.westbutterwickparishcouncil.co.uk

Members of the public can download past and present minutes and agenda, which are updated on a monthly basis; they can also obtain information relating to the village including businesses, doctor’s surgery, shop opening times, and information on future events that will be held in the village. There is a sponsor page which allows businesses, organisations to advertise on the website for a yearly fee of £20 per annum; anyone interested in advertising on the website please contact the clerk. Members of the public can also use the contact page to email the clerk direct with any comments, queries they may have which she will directly deal with.

 Grant Application Scheme

At a Parish Council meeting held in November 2009, the Parish Council adopted a Grant Application Scheme: £2000 will be available per year for a period of five years, £1000.00 in April and a £1000.00 in September to be divided between any local groups that apply at one time, the scheme officially started on the 1st April 2010, anyone wishing to apply for the available funding please contact the clerk for the terms of reference and an application form.

 Public Forum 

At the December 2010 meeting it was resolved that from the 1st March 2011 the Parish Council would include a permanent agenda item (Public Forum) at the beginning of their meetings, there will be a 10/15 minute time slot allocated for the Public Forum, where residents will get the opportunity to speak to the council for 3 minutes each reporting their concerns, objections or information they wish to pass on to the council. The clerk will then deal with any issues raised and respond to the resident direct, if it is a controversial matter then the clerk will gather information within the following month and place the matter on the next convenient agenda for the council to discuss. Any residents wishing to speak must inform the clerk or chairman before the beginning of the meeting if they wish to speak.

 Digital Switchover

 Dog Fouling

It has been brought to the council’s attention that residents are placing their dog excrement in the bin at the children’s play area, this raises health and safety issues, the council would ask and encourage residents to please use the dog fouling bins in the village hall car park.

 Traffic Speed Report

Roy Hindmarsh has been invited to attend the February Parish Council Meeting following a report on the data downloaded from the traffic sign while it was situated on North Street, the figures are very alarming, speeds reaching 87 mph were recorded, lengthy discussion have taken place concerning the speeds and how serious in excess they are, the police are being actively encouraged to take action.

 2011 Census

March 27th. Is the day of the new census? Each resident in the community is expected to answer a questionnaire and supply personal details which can be used to assess the need for services provided by local authorities. Without these questionnaires the data may not reflect the true nature of the community’s needs and is likely to distort the range and quality of services provided. The census is required by law under the Census Act of 1920, and all personal information given is protected under the Data Protection Act of 1998. Since housing, education, healthcare and public transport depend in part on this census it will be to everyone’s benefit if all questionnaires are completed and returned.

 May Elections

Looking ahead to May, local elections will take place and this is your chance to register your interest and stand for West Butterwick Parish Council. Over the last term of the council a great number of initiatives have been undertaken with many brought to a successful conclusion as a result of councillors becoming involved in work outside of their immediate responsibilities to attend council meetings.
